They just happened to build them because they were the ones in charge when that innovation happened along. If someone else would have been in control they would have built them too.
The problem is the imperialists built all that stuff strictly for their own convenience, out of other peoples resources, in their lands, and forced them as slaves to do all of the work. Without the extremely regressive doctrines of imperialism I dare say the worlds development would have been much faster.
