I think it's a good idea as a sort of Urban Man Camp. Sometimes, during booms, you just need living accommodations more thancl "homes". Modularizing(guess it's a word since it isn't Red Lined) could be good for that since it should also be easier to take down later to replace with something better if the area stabilizes or just tear down and move onto the next boom area.
We deal with this problem quite a bit round these parts. Trailer parks fill and empty depending on the price and production of various energy booms. City planners deal with the cycles of appreciation for trailer parks during the booms, then try to clear them out during the lulls.
